Luis holds a degree in Civil Engineering from UMSA and has a master's degree in Civil Engineering with a specialization in Roads from the University of Cauca, Colombia. He has completed a BIM course and obtained certifications at international Traffic and Road Engineering congresses. Since 1999, he has been manager and owner of the consulting firm LyL Ingeniería Civil S.R.L., specializing in the design, supervision, and oversight of roads and bridges for the ABC, departmental governments, and municipalities. He is the author of the Cochabamba Road Master Plan and the feasibility study for the El Abra tunnel, among others. He has received recognition from SIB, UMSS, UPB, and the Municipality of Cochabamba.
