Lawyer with 23 years of professional experience, 20 years teaching at the undergraduate university level and 15 years at the graduate level. National and international speaker, member of the Committee for the Dissemination of Law in Latin America since 2001 and of the Ibero-American Federation of Law and Informatics since 2019. Active member of the Bolivian Academies of Administrative Law and Computer Law. He has publications in Computer Law, Financial Law, and Administrative Law. He has graduate studies in Business Administration (thesis in progress) at UMSS and a master's degree in Business Law (UPB). He is currently Head of the Law Program at UPB.
