MANAGEMENT INFORMATION SYSTEM IN FOOD SECURITY

Between October and December 2007, at the request of the World Food Program, CIEE developed a food security management information system for the country. To do this, an atlas was prepared with information that allows monitoring food security and an econometric model to identify the municipalities that graduated from food insecurity from the VAM. Both tools allow us to suggest policies against food vulnerability in the country. The VAM allows analyzing the conditions of food insecurity and vulnerability at the municipal and community levels, and is very useful in planning and decision-making processes of entities that implement programs and projects aimed at reducing extreme poverty. The VAM's information base was the 2001 National Population and Housing Census, to make vulnerability estimates to food insecurity in the communities of the nine departments of Bolivia. Communities were classified into five categories based on the level of food insecurity. Those communities that resulted in the fourth and fifth categories (VAM 4 and VAM 5) are the most vulnerable to food insecurity and represent almost 53% of the Bolivian population. In this sense, this project is an effort to initiate the design and implementation of a food security management information system that is updated annually will enable the Government of Bolivia to demonstrate the effectiveness of public and donation resources allocated to municipalities, and provide necessary elements for decision-making and the improvement of food programs and those linked to the Social Protection Strategy.
