
A production engineer from the University of Nottingham in England, with a master's degree in Latin American studies from the London School of Economics and a PhD in economic history from Columbia University, he has been a pioneer in the creation and management of graduate programs. He was the first director and founder of Maestrías para el Desarrollo at the Bolivian Catholic University, and has taught at renowned institutions such as UMSA, CIDES, and the Universidad Andina. With more than 20 years of experience at the Inter-American Development Bank and the World Bank in Washington, DC, he has trained public managers in management, leadership, and organizational change in Latin America, Africa, and Asia. In addition, he taught leadership in UPB's full-time MBA program in La Paz and Cochabamba in 2019, and in La Paz in 2025. He is the author of 6 books and more than 30 articles and book chapters in specialized books and journals, addressing topics in economic history, the history of education, and educational policies, both in Bolivia and abroad.
