
Carlos Alberto Goitia Caballero is a Bolivian lawyer with an outstanding career in the public, academic, and private sectors, specializing in constitutional, criminal, administrative, tax law, and human rights. He has held senior positions in government, including Minister of Justice and Human Rights (2002), Deputy Minister of Justice and Constituent Assembly member in the assembly that drafted the Constitution of the Plurinational State, and currently serves as a member of the Supreme Electoral Tribunal. Since 2009, he has practiced law independently, combining his practice with consulting for international organizations and judicial reform projects, in addition to a strong teaching career at prestigious universities. He holds multiple postgraduate degrees and master's degrees, and has actively contributed to legal development in Bolivia through publications, academic training, and participation in key legislative processes.
