
Cecilia Saldías Zambrana, Ph.D., head of the Civil Engineering program at UPB Campus JLP, participated as a speaker in the Course–Seminar "Risk Reduction: Prevention and Mitigation in Water and Basic Sanitation", organized by the Bolivian Association of Sanitary and Environmental Engineering in Cochabamba.
Cecilia Saldías Zambrana, Ph.D., head of the Civil Engineering program at UPB - Campus JLP, participated as a speaker in the Course–Seminar "Risk Reduction: Prevention and Mitigation in Water and Basic Sanitation", organized by the Bolivian Association of Sanitary and Environmental Engineering (ABIS) Cochabamba and held at the facilities of the Society of Engineers of Bolivia (SIB) Cochabamba.
Her presentation, titled "Reuse of treated wastewater: challenges from governance. Evidence from the Valle Alto of Cochabamba", analyzed this practice from a socio-technical perspective, identifying the main institutional, regulatory, and inter-sector coordination obstacles that limit its safe and sustainable implementation. The presentation was supported by concrete evidence from the Cochabamba Valle Alto, an area with significant particularities in terms of water management.
Among the central points of the presentation was the existing gap between the available treatment infrastructure and the governance frameworks required for its proper use, emphasizing the need to strengthen coordination among public policies, local management, and user practices. The presentation contributed essential analytical elements to advance the prevention and mitigation of risks in the water and basic sanitation sector.
Cecilia Saldías, Ph.D.'s participation enriched the seminar’s technical debate and underscored the importance of integrating governance approaches into the resilience strategies of the water sector. UPB thus reaffirms its commitment to applied research and to training professionals capable of addressing the most urgent challenges for the country's sustainable development.
