Preparation of the survey to evaluate the impact of the Employment Support Program (ESP)

Bolivia is one of the countries with the highest proportion of informal workers, measured as the proportion of salaried workers without contribution to social security. In accordance with the Bolivian Government's National Development Plan, social policies are aimed at eradicating the structural causes of poverty and all forms of exclusion and marginalization. Under this framework, the Government is promoting policies and interventions to respond to the needs of the most vulnerable groups of the population, prioritizing actions that contribute to breaking the intergenerational cycle of poverty and increasing employability and labor productivity.


In this sense, the Ministry of Labor, Employment and Social Welfare through the Employment Support Program (PAE) provides stipends for job training to job seekers focused on workers, technicians and professionals over 18 years of age, who are unemployed, with or without work experience.
The CEGIE-UPB was asked to collect data for the impact evaluation (from the CAPI method) of the Employment Support Program to subsequently carry out the information analysis. For this purpose, two surveys will have to be structured:
